H.E. Al Sayegh supports the government actively in its initiatives and efforts that drive the nation's economic diversification plans and the sustainable future of the UAE.
His Excellency holds a number of other positions, including: Member of the Board of Directors and Executive Committee of Abu Dhabi National Oil Company (ADNOC), Board Member of Abu Dhabi Development Fund, Deputy Chairman of Emirates Nature - WWF and serves as the co-Chair of the UAE-UK Business Council.

Mr. Obaid Abdulla Al Dhaheri is the Chief Executive Officer of Dolphin Energy Limited.
Prior to his appointment, Mr. Al Dhaheri was the company’s Chief Financial Officer, responsible for the function of corporate finance, risk, quality and strategy.
Mr. Al Dhaheri joined Dolphin Energy in 2004 as a Business Analyst tasked with economic modeling, business planning and corporate reporting. He progressed up the corporate ladder to lead the Strategic & Corporate Planning Division.
Mr. Al Dhaheri is a graduate of BSc in Science with concentration in Physics & Electrical Engineering from Portland State University.
Mr. Ali Alrahbi is the General Manager of Dolphin Energy in Qatar with overall responsibility for all company upstream activities. Prior to that, Mr. Alrahbi held the position of Chief Operating Officer – Upstream, responsible for all Upstream Operations and facilities.
Mr. Alrahbi also served as Senior Vice President for Health, Safety, Environment and Security (HSE&S) at the company. He has more than 25 years’ of experience in the oil and gas industry, and started his career at QatarEnergy in the Projects & Engineering Department.
Mr. Alrahbi transferred to Dolphin Energy in 2002 and has since occupied various positions to support the Dolphin Gas Project as it developed. Alrahbi holds a BSc in Electrical Engineering from the University of Texas, USA and an MSc in Loss Prevention and Process Safety from the University of Sheffield UK. He completed the INSEAD Executive Leadership Program in 2014 as well as the “Executive Leaders Program” from the Qatar Leadership Centre in 2016
Mr. Ahmad Ali Al-Mawlawi is the Deputy General Manager of Dolphin Energy in Qatar. His responsibilities see him support the management team as well as oversee the upstream functions of Human Resources, Administration and Government & Public Relations.
Mr. Al-Mawlawi joined Dolphin Energy in 2015. Prior to his appointment as Deputy General Manager, he held the position of Director of Human Resources & Administration – Upstream.
With more than 30 years’ experience in the oil and gas sector, covering upstream and downstream in both technical and non-technical related activities, Mr. Al-Mawlawi joined QatarEnergy as a Trainee in 1988. Following the completion of his development program, he made his way up the career ladder from Communications Engineer, Head of Telecommunications Maintenance, Assistant Engineer Business Manager for both Business & Systems and Offshore Projects, to the position of Manager of Engineering Business.
In 2008, he was promoted to the position of Director of Administration, overseeing the QatarEnergy divisions of Human Resources, General Services and Medical Services.
In addition, Mr. Al-Mawlawi contributed as Chairman, Deputy Chairman and member to several QatarEnergy steering committees as well as various Boards, such as the Board of Directors of the General Authority for Retirement and Social Insurance, the Qatar Petrochemicals Company Board, Qatar Steel Company Board, and the Committee for the Equivalence of Academic Degrees. He also currently sits on the Board of Ras Girtas Power.
Mr. Al-Mawlawi holds a Master of Business Administration from Qatar University and a Bachelor’s degree in Electrical Engineering from Boston University in the United States of America.
Walid Bamazahem is the Chief Operating Officer – Downstream at Dolphin Energy Limited, responsible for the entire Operations Downstream Division in the UAE. He provides overall direction to Operations, Technical Services and Industrial IT in support of the company’s aim to ensure uninterrupted gas supply to customers in the UAE and Oman.
Mr. Bamazahem joined Dolphin Energy in 2003 as a Pipeline Engineer, Downstream Operations. He has held various positions of seniority and in October 2016 was appointed Director Downstream Operations, prior to his promotion.
Mr. Bamazahem started his career at Zakum Field Development Company – ZADCO and spent two years as Subsea Pipeline Integrity Engineer.
Mr. Bamazahem graduated in Civil Engineering from the Higher Colleges of Technology, Abu Dhabi in 2000. He received his Masters of Business Administration (MBA) from EDHEC Nice, France in 2007.
Mr. Hamad Al Sheebani is the Chief Operations Officer – Upstream & Director Upstream Operations at Dolphin Energy. He is responsible for planning and directing all upstream operations activity in Qatar. This involves ensuring the production of uninterrupted gas supply to customers safely and efficiently, and in line with production and sales targets, HSES standards and stakeholder expectations.
With more than 24 years’ experience, Mr. Al Sheebani started his career at Qatar Petroleum (QP) in 1997. He proceeded later to study Engineering in the United Kingdom. Following graduation, Al Sheebani held a position in QP working in the Gas Operations department.
In 2004, Mr. Al Sheebani joined Dolphin Energy as production engineer working for the Projects Department assigned to the detailed engineering phase of the project in Japan, and later with Honeywell for the control system in Singapore.
In 2006, Mr. Al Sheebani joined Dolphin Energy’s construction, commissioning and startup teams and has since moved into positions of increasing responsibility within the Qatar Operations Division. He has taken different roles in Upstream Operations from Assistant Superintendent, to Senior Production Engineer, Production Support Superintendent, Deputy Production Manager, Production Operation Manager, then latterly Director of Upstream Operations.
Mr. Al Sheebani is a graduate of the University of Teesside, Middlesbrough in the United Kingdom and holds a BSc. Degree in Chemical Engineering.
Mr. Maurice Wingo is the Senior Business Advisor to the CEO at Dolphin Energy, providing support on business matters in line with the Dolphin Energy business plan, vision and mission, thereby optimizing profitability and fiscal sustainability. Under the guidance of the CEO, Mr. Wingo also advises certain CEO direct reports.
Prior to his current position, Mr. Wingo was Chief Financial Officer, responsible for supervising all accounting and finance treasury functions. He also oversaw Dolphin Energy’s strategy, business plan, key performance indicators, benchmarking, corporate reporting, enterprise risk management and all economic evaluations in the UAE and Qatar.
Mr. Wingo has also held the positions of Director Marketing & Commercial and Senior Manager Strategic and Corporate Planning during his time at the company.
Mr. Wingo has more than 30 years’ experience in the Oil and Gas Industry. Prior to joining Dolphin Energy, he held various operations, exploration and business development roles with Occidental Petroleum and worked as a Production Engineer for Conoco in addition to taking roles with a number of oil and gas consultants.
Mr. Wingo holds a Master’s degree in Petroleum Engineering from the University of Texas, Austin and a Bachelor’s of Civil Engineering from Vanderbilt University. He is also a graduate of the UCLA Executive Business program. Mr. Wingo is a Registered Professional Engineer in Texas and a member of both the Society of Petroleum Engineers and the American Association of Petroleum Geologists.
Mr. Fares Chemouni is Senior Corporate Advisor to the CEO. He provides insight and advice to the CEO on a range of matters, facilitates effective solutions to ongoing issues and maintains effective working relationships with different entities and stakeholders.
Prior to that, Mr. Chemouni was Senior Vice President - Corporate Affairs overseeing IT, Automation, Human Resources & Administration, Procurement & Contracts and Corporate Communications.
Mr. Chemouni has more than 40 years’ experience in the oil and gas industry and has held various IT and Management positions at Total Energies in the United States, Europe, Africa and the Middle East. He joined Dolphin Energy in November 2005 as Deputy Vice President Information Technology and Automation (IT&A).
Mr. Chemouni holds a BSc degree in Computer Science, an MBA in International Business and a PhD in Management Information Systems from universities in the USA. He is also a Certified Data Processor.
Robin Bayley joined Dolphin Energy as Chief Legal Counsel in June 2022.
Previously, he worked in private practice for over 20 years in London and Abu Dhabi at ‘Magic Circle’ and US law firms, specializing in the development and financing of large-scale projects in the energy sector. He has been a Partner at Shearman & Sterling LLP and King & Spalding LLP.
Since 2008, Mr. Bayley has provided counsel to Dolphin Energy on its project financing arrangements.
He holds a BA (Hons) and an LLB from Monash University.
Mr. Mohsin Jagani is the Chief Internal Audit of Dolphin Energy’s Internal Audit Division. He oversees all auditing activities and operations as approved by the Board’s Audit, Risk and Compliance Committee. Through his leadership, Internal Audit assists Dolphin Energy in the UAE and Qatar to accomplish its objectives by bringing a systematic, disciplined approach to evaluate the effectiveness and efficiency of internal controls, risk management, governance processes and recommendations for improvement where required.
Prior to joining Dolphin Energy, Mr. Jagani worked at the Abu Dhabi Retirement Pensions & Benefits Fund for over six years as the Head of Internal Audit & Risk Management. His career spans more than 20 years in Canada, USA & UAE and has a diverse industry experience including oil & gas and financial services (within the realm of Investments, Risk Management and Internal Audit).
Mr. Jagani is a qualified Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE). He is also certified in, International Risk Management (IRMCert) and Risk Management Assurance (CRMA).
Rania Al Dhaheri is Chief Financial Officer at Dolphin Energy Limited. She brings more than 18 years’ experience to the role and oversees Corporate Finance, Risk & Quality and Strategy & Corporate planning at the company.
Mrs. Al Dhaheri joined Dolphin Energy in 2004 as a Marketing Associate in new business development, tasked with marketing and research analysis. She moved to the Strategy & Corporate Planning department in 2007 and in 2015 was promoted to Director Strategy & Corporate Planning, taking overall responsibility for Dolphin Energy’s business plan and economic modelling, key performance indicators, benchmarking, corporate reporting and all economic evaluations in the UAE and Qatar.
Mrs. Al Dhaheri holds a bachelor’s degree in Business Administration with an emphasis on Marketing from the UAE University in Al Ain.
Mr. Ajlan Al Qubaisi is Senior Vice President Marketing & Commercial, having joined Dolphin Energy in 2003 as Team Leader, Gas Sales Department. He held various positions and in January 2008 fulfilled his role as Senior Sales Manager, prior to his promotion.
Mr. Al Qubaisi started his career at the Abu Dhabi National Oil Company (ADNOC) and spent six years in the company’s Marketing and Refining Directorate.
He is a graduate of the Eastern Washington University, completing his Bachelor of Business Administration, with an emphasis on General Management and Political Science in 1996.
Mr. Jassim Al Jasmi is Senior Vice President Technical Services Upstream at Dolphin Energy. He is responsible for developing strategies and plans and overseeing departments in charge of the array of technical, engineering, reservoir engineering, asset integrity and improvement project management disciplines aimed at sustaining and increasing the availability and performance of the company’s assets and reservoirs in Qatar.
With more than 20 years’ experience, Al Jasmi started his career at Qatar Petroleum (QP) in 1994. He proceeded later to study Engineering in the United States. Following graduation, Al Jasmi took a position in QP working in the maintenance department. In 2002, Al Jasmi joined Dolphin Energy as an engineer working for the Projects Department assigned to the pre FEED/FEED team working with Sofersid and later with Foster Wheeler in Paris. In 2005, Al Jasmi joined Dolphin Energy’s construction, commissioning and startup teams and has since moved up the career ladder into positions of increasing responsibility within the Qatar Operations Division and latterly the Technical Services Division, including Plant Availability Manager and later Director of Engineering until he reached his current position.
Al Jasmi is a graduate of the University of Texas at San Antonio in the United States and holds a BSc. Degree in Mechanical Engineering.
Mr. Ateeq Al Mazrouei is Senior Vice President Corporate Affairs at Dolphin Energy. He is responsible for Information Technology & Security, Human Resources & Administration, Procurement & Contracts and Corporate Communications. He also provides strategic planning and coordination activities across the company. Prior his current position, Mr. Al Mazrouei was Director Procurement & Contracts.
With more than 20 years’ experience, Mr. Al Mazrouei started his career in the Oil & Gas sector. He spent two years at ADMA-OPCO as a Business Process & Procedures Specialist-Associate before joining Dolphin Energy as an Associate Contracts Specialist in 2010. During this time, Mr. Al Mazrouei was promoted to Procurement & Contracts Manager.
He was then appointed by Emiri Decree as an Executive Director and then General Manager of the Western Region Municipality, where he served for over 8 years.
In 2019, Mr. Al Mazrouei was transferred to the Department of Urban Planning and Municipal Affairs following an Executive Council decree. He then returned to Dolphin Energy as Director Procurement & Contracts, later in the same year.
Mr. Al Mazrouei holds a BSc degree of Science in Industrial Engineering from University of Arizona, and a Masters degree of Quality Management from University of Wollongong.
Mr. Laurent Constanty is the Senior Vice President of Dolphin Energy’s Corporate Health, Safety, Environment and Security (HSE&S) Division.
He oversees all efforts to plan, lead and direct the development, management and effective implementation of all HSE&S, asset integrity, risk management, control/protection strategic plans, policies and programs. This helps ensure the implementation of world class HSE&S practices in Qatar and the UAE, in accordance with local and international legislation and standards.
Mr. Constanty brings to the role more than 30 years’ experience in the oil and gas industry, having started in career with Doris Engineering in 1990. In 1999, Mr. Constanty joined TotalEnergies and was based in Iran working across several technical and engineering roles, including Commissioning Site Leader, Head of Maintenance & Inspection and Site Leader.
Between 2005-2014, he was based on the African continent, in Angola and then Nigeria. During this time, Mr. Constanty supported TotalEnergies major exploration and production projects such as the Block 17 FPSOs Girasol, Dalia and Pazflor, OML99 Amenam and the Block 32 development of Kaombo with specific focus given to safe operations, new maintenance and inspection strategies.
In 2014, Mr. Constanty worked at Total E&P Brunei – Maharaja Lela Field as Field Operations Manager, Operations Advisor/Coach. During this time, he achieved the 20 years LTI free milestone and helped maintain a strong HSE culture as well as a robust sustainability program across the operations through training, enhancing production activities and developing a strong maintenance and inspection plan.
In 2020, Mr. Constanty joined Dolphin Energy in Qatar as the Project Manager of Project ACTIONED, the company’s program to enhance asset integrity standards across its operatons. He was then appointed Director, Asset Integrity before taking on his current role.
Mr. Constanty holds a Master’s degree in Engineering from the Arts et Metiers high School (France).
